1. Why a tenant note (not a system card)
Copilot is operated by the vendor, not built or hosted by the university. Rather than a full system card, it carries a tenant note that records the MSU-specific configuration and the conditions under which it was approved.
2. Tenant scope
Enabled for
Licensed faculty and staff only; assignment managed by Productivity Services.
Not enabled
Students; departments handling Confidential records pending additional review.
3. Identity & access
University SSO with conditional-access policies. Copilot honors each user's existing file and mailbox permissions; it does not grant new access to content.
4. Data handling
- Processed under the university's enterprise data-protection terms
- Not used to train vendor foundation models
- Tenant data residency and retention follow the enterprise agreement
5. Governance boundary
Approved up to and including Internal data. Departments that handle Confidential records must complete an additional review before enabling Copilot in those workflows.
